This PR is here to trigger automated testing for confirmation of this Makefile refactoring on the way towards client2 integration.

this refactor makes upgrades easier for different katzenpost branches/versions
most targets are passed through to katzenpost/docker/Makefile, rather than cloning
katzenpost_dir is moved outside of the source repo to avoid conflicts with some go commands
