add language on where to host the snippets

Per #4 and #11 - we need to add directions on where/how projects should host the snippet.

Perhaps we do a centrally hosted file just for 18f projects for now?

I'm told the dap.digitalgov.gov links will be approved before long. We could wait a bit longer and see.
