If the vendor is proposing a NodeJS based API implementation, would this eliminate the need for Apache http web server in the required technology stack or does the government see this as still necessary?

A vendor is not required to make use of an Apache webserver, although it will be available for vendors. A vendor may propose any stack so long as we are able to review and run the application in the environment.
