Have a server watching our certificate expiration dates #11

Ideally, all of our certs auto-renew on schedule, but until we get to that level, how are we getting alerts and the like before our certs expire?

I think the solution here is to have a server, probably hanging out in the 18F-site VPC, built to run some SSL watching tasks. One of them can be looking at this repo's sites/ directory, downloading certs, and alerting us as expiration dates draw near. We have one cert, for Treasury's MyRA project, that expires in less than 2 months.
