This replaces the MyRA certificates and chain with one from SSLMate. It's valid for a year. It uses Comodo PositiveSSL, like we got from Namecheap.
I'll merge this PR once the certificate is deployed to production.
Done - the new MyRA certificate is in place, and both I and SSL Labs can see it:
It's in AWS as myra.treasury.gov-cloudfront-2. I may delete the old myra.treasury.gov-cloudfront certificate/key pair later.
