[x] determine what we'll use to collect emails
[x] implement email collection system
[x] implement functionality so user can submit email and the email is persisted

@NoahKunin: assigning you to complete the first two then assign back to me

I can do task 1, but task 2 can't be done by me since a) I don't have anywhere close the capacity necessary to scrub in on project level implementation tasks and b) that would violate a separation of concerns since I'll be assessing or auditing whatever we setup.

We can talk about task 1 in DevOps.
