Add features to billable travel lookup tool

Improve this tool so that it allows both approvers and travelers to:

• [x] verify if there are any travelers who have delinquent vouchers
• [x] verify if travel is inside the PoP of a particular agreement
• [x] verify the current amount left in budget?
• [ ] figure out who this sheet should be visible to and create a shared folder structure
• [ ] draft and release related comms

Hey Jackie, this is just related to the meeting that I set up for us on Friday-- does the 10 AM ET time work for you?

I'm thinking what I most need to move this along would be to have a Tock project ID# column in the financial tracker, but perhaps there's another way to get to the same solution.

Happy to move if you're busy that day, I just wanted to get some direction from you before I start on this project.
