Update Google Cloud Run deployment instructions #317

This PR includes documentation updates for the Google Cloud Run deployment example:

create project command refactored to use the friendly --name parameter, which is not required to be unique
commands that reference the project name are refactored to read the current project ID set in the Cloud Shell environment instead of a hardcoded value
introduced commands to enable Cloud Run to access Workspace secrets for customers integrating with Google Workspace

To test:

deploy 1Password SCIM Bridge
verify health
connect to Google Workspace
test connection to Workspace

Resolves #304, resolves #309.
