Use firedNear for suspicion enhancement and to negate some weirdness behvaiours #1

If enemy has been firednear, check for known undercover units and make them suspects or compromised depending on how weird they are acting. Maybe also a "fired recent" variable to determine if the undercover unit has used a weapon and target those units only. If no uc units have fired recently, then some behaviours are seen less suspiciously (going prone, jogging, whatever, and some have much bigger penalties (wearing anything that doesn't fit the cover).
