Confirm that incognito vehicle stealing check doesn't fire if unit is already incognito on foot.

Incognito not recognised while in civilian vehicle. So when exiting the civilian vehicle, incognito uniform stealing check runs and returns true, compromising the unit if in incognito and exiting civilian vehicle.

Solution: Needs more robust handling of mounted incognito scenario. Unit counts as incognito while wearing enemy uniform even if in civilian vehicle?? Would potentially cause issues with incognito handling in vehicles. Test: set incognito off whenever breaking out of vehicle loop.
