Decouple radius and weird behaviour - investigate #8

Weird behaviour = how strange the unit is acting. Detect radius = how far the unit's strangeness can be seen.

So, wearing a wrong vest is pretty weird and would be detected from a long way away relative to something like the wrong helmet or weapon but would be equally strange. Crouching a pissing about would be obvious from a distance but wouldn't necessarily blow the unit's cover as much as wearing all kinds of wrong kit.

Also, fog and environmental effects shouldn't affect how strange a unit is perceived but should affect the radius the unit's weirdness can be seen from.

Two separate values would allow a really high weirdness rating which would raise suspicion almost instantly up close without necessarily ruining it from a distance.

So weirdness level is basically how odd you appear under scrutiny.

Radius multi is how much attention you are drawing. Running will attract more attention but may not necessarily be that weird (unless you are in a crouched sprint).

Wearing the wrong helmet looks pretty weird up close but wouldn't necessarily draw attention from a distance.
