Toast messages #111

An ability to send short messages/notifications to all clients from GM page. Smth like 'get ready', 'we are about to start', 'sorry for delay, 10 minutes more', etc.

So, basically a pre-game chat, like in Warcraft III/DotA so that players can insult each other :smile:

I was mainly thinking about one-way chat... So it's more like "announcement system"
