Update namespace URI

Update namespaces to match the persistent namespace from IEC/UCA and ENTSO-E. Related to issue #284 All file, in CIMJSON-LD syntax, should be updated with the new namespaces:

• NC namespace from http://entsoe.eu/ns/nc# to https://cim4.eu/ns/nc# (persistent between versions of extensions)
• CIM namespace from http://iec.ch/TC57/CIM100# to https://cim.ucaiug.io/ns# (persistent between versions of canonical CIM model)
• EU extensions from http://iec.ch/TC57/CIM100-European# to https://cim.ucaiug.io/ns/eu# (persistent between versions of extensions)
• Profile version identifiers follow the pattern {application profile subdomain}/{profile name}/{profile version, only major and minor} (e.g. https://ap.cim4.eu/Contingency/2.3)

The Norwegian extension controlled by Elbits shall be added to: Use nc namespace with nc-no as the Norwegian extension:

use nc-no for extensions that is not yet adopted by CIM or NC. At one state the nc-no can be adapted to CIM18. At this stage we can refer to this as xmlns:cim18="https://cim.ucaiug.io/ns/18.0#". When we then make CIM18 our standard xmlns:cim="https://cim.ucaiug.io/ns#"

The profile URI should use:

• Profile version identifiers follow the pattern {application profile subdomain}/{profile name}/{profile version, only major and minor} (e.g. https://ap-no.cim4.eu/AviationObstacle/1.0)
