Enable Embedded layers and groups for baseLayers #601

Hi @Gustry,

It will be useful to enable again the Embedded layers and groups section for baseLayers configuration.

This is linked to this Lizmap feature https://docs.lizmap.com/current/en/publish/configuration/optimization.html#centralizing-the-cache-with-the-integration-of-groups-and-layers-from-a-master-project

It these options are not editable, users cannot set a centralized cache for the tiled baselayers.
