time in pop-up on hover in diagram is German only #20

On http://sensorweb.demo.52north.org/client/#/map, switch language to English under settings. Add a timeseries to the diagram. Hover over the graph and specifically the available values. A pop-up appears with the time being indicated in German (e.g. "10:00 Uhr"). This should be translated with moment-with-locales.js based on the settings.
