[Minor] App Crashes on first run attempt without both config.json and filter.json #385

PogoLocationFeeder crashes on the first run attempt when it doesn't find both the config.json and filter.json. The second attempt proceeds to run fine.

Problem shows up in the current release of v.0.1.8 and the current master build https://github.com/5andr0/PogoLocationFeeder/tree/3752cd29fe8f3f6eb9be3b611152729eb6ff3bf1
