No Quick Setting pannel

What steps will reproduce the problem?
1. Just after clean installation, even without Gapps

What is the expected output? What do you see instead?
- No effect when swiping on right corner. Swiping down on left corner brings 
down a panel with no "Qick Setting"

What version of the product are you using? On what operating system?
