I tried removing a bunch of other mods to try to get 1.4.0 to work, but I didn't have any success. Downgrading to 1.3.0 fixed it even with other mods installed.

Currently, the installer does not support downgrades. It is configured to not override newer files. Lets delegate to the user and install whatever they choose.
