Meltwater conservation error #39

Recent runs show a new error in meltwater conservation. No known changes should be causing this. Here is a list of different runs for regression testing:

cm3-run-15-10-2024-old-suite-sanity-check: uses u-di852 suite, CICE, icepack, and CMEPS commits
cm3-run-15-10-2024-revert-zapping: CICE, icepack, and CMEPS commits. Suite and UM commits

Runs were accidentally using a higher level of ice zapping, causing conservation issues. Fixed with https://github.com/ACCESS-NRI/Icepack/commit/5fefcfe859f13ea2d0d789c0214fcec38b704f84
