Language choice saved as a cookie #22

The language choice should be saved in a cookie so that when the user comes back, his preference is saved and still used.

PS: as a reminder, French should be the default language because the AFCP is based in France and is a Franco-Chinese association.

Sorry for not being clear, yes, that's the behavior I'd like. I changed the description: "should be saved".
