Adding District-level modality attributes to Campaign Basics and allow dropdown unit additions in Associate Campaign

• Add dist level modality attribute: There are 2 district-level attributes that are not captured in Campaign Basics currently: Modality (H2H, M2M, S2S, HF2HF, Mixed) and Status ("Additional", "Additional & Cold", "Cold", "Full District", "HRMP only", "Partial", "Not Targted", "On Hold"). These values may be updated.

• To improve the UI in Associate Campaign: Allow for adding admin units by dropdown and inputting the above fields similar to:

Also, when clicking on a district in Associate campaign, it should be possible to edit via the popup window for the district (i.e., you would see Status and Modality as dropdowns here:

"NID" should be removed from the list of Modality. Modality list is (H2H, M2M, S2S, HF2HF, Mixed).
