Support the default value for parameters

Hi @haz , Here are the new updates:

Improved to the "As much as you want" protocal
Added the default block time setting in config file for the protocal
Added the logic to remove the temp files
Removed the limiter and decorators for all the API endpoints

Here is Nir's comments in the other Pull Request. Ready to merge. My only suggestions are:

inside planning_editor_adaptor folder, there are few pddl, txt, json files that look like test files, and should be moved to another folder to keep it separated from the main code. Add short documentation about what the github workflow does, and what is the role of the adaptor. Is it defining the right hand side of the pptx figure? I'd move the content from the pptx into markdown. The readme inside the server may be better located at the root of the repo, so the documentation appears in the landing page
