Ability to upload CSV data to Risiko #176

Assume columns for latitude (Lintang) and Longitude (Bujur) with all other columns as attributes. Convert to shapefile (or GML one day), equip with keywords and upload using risiko-upload.

Although, there is always more one could do, I close this as it does what is required at the moment.
