This pr adds the configuration section within the accordion and the ability to add a new configuration section. This is just part I of many pr's and building it piece by piece.

should this be on a long-running feature branch so it doesn't cause errors while we build out the rest of the work?

or is it already?

@mikestone14 the long running branch is called new-config-form and it's based off pnl-devel. We are good on there.
