Add CMS role to ADAUsers #38

Store the CMS role in ADAUsers and provide an API to fetch it. ADAUsers will be the authoritative source of this information. There will be administrative controls to manage this field in ADAUsers.

Work commenced in role_cms branch. Remaining:

db/migrate/20110504005514_add_role_cms_to_userdetails.rb - Map existing users' roles to a CMS role
Write administration interface (see tomboy note "Add CMS role to ADAUsers")
