Set up a mailing list for ADA users.

Requirements:

Able to handle 7,000+ members
Broadcast messages to all members, but not peer-to-peer discussion
Some form of bounce detection and handling
An API for adding members when they register on the website

The ANU runs a MailMan server (http://mailman.anu.edu.au/mailman/listinfo), which would support bounce handling, but maybe not an API (MailMan has command line tools, but I'm not sure if we'd be able to access them).

Mailman is running on SF, and I have the go-ahead from Rob to set something up using this.

Plan an approach using this. Challenges:

Getting the 7,000 existing members onto the list
Securely accessing the command line tools to subscribe new members
- Rails --> ??? --> Command executed on remote server
