Section 4.5 : confusing interpretation column #20

Statements in the column are confusing. In the note, avoid using "shall".

Introduce first why we need this table (the MPEG2TS context regarding PTS/DTS signalling). Then introduce the table without the "intepretation" column. In the note indicate "the value is not intended to be use".

Move the PTS_DTS_flags description in 4.4 to 4.5.
