fix writing of toolshed url in the tool list

This is also ready for review @mvdbeek .

Main changes:

• Create scripts folder at the root
• Create the script to generate tool list from one or several workflows
• Create a python script to generate
  • an inventory gks_workflows
  • a gks_workflows files in group_vars
  • a subdirectory gks_workflows in extra-files directory taking as input a list of workflows and a label for the menu of the installed tools
• I have also moved the script that generate tool_list.yml in this scripts folder (noticed that this script has been improved)

I have tested the script on an IFB instance successfully 2 times.

@mvdbeek I think the PR is ready for merge. I'll recommend to move the get_tool_list_from_galaxy.py file out from the /extra-files dir and to get it in the /scripts folder latter on

Yes, very nice, just a few small things and we're done. Note that this is targeting master ... I think closing and re-opening against dev would be better, but that's up to you.
