revert to the upstream ansible-postgresql-objects from nate
propose addition of /tmp in the galaxy.movedata role

@mvdbeek let met know if this acceptable to you. The changes fix the problems of rights on the mutable_data_dir/tmp directory of galaxy as well as nginx_upload_store directory. To need to move and bind the /tmp dir to extra volume anymore.

Yes, that looks good, but I would just remove the commented out things.
