Ubuntu 20.04 #380

This implies change to be merged in galaxykickstart branches of

[x] ansible-galaxy-os
[x] ansible-galaxy-extra

Basically, this PR makes galaxykickstart able to run on Ubuntu 16.04, 18.04, as well as 20.04.

The galaxykickstart docker image is now based on the ansible-galaxy-os:18.04

The CI is ensured by GitHub actions, travis CI is dropped

add job to test in ubuntu 20.04
Update requirements_roles.yml
Update PR_jobs.yaml
Update galaxy.yml
pre-task install python3-psycog2
Update group_vars "all"
everyone to py3.7 and ansible 2.9.4
Update main.yml
integrate ansible_lint to ci.yaml
try to make ansible_lint quieter
