Update eechidna & expand documentation #4

I'd like to add in the 2016 federal election and census data into this pkg that we got into CRAN at the last unconf. I'd also like to expand the docs, perhaps into an article for the R journal.

Cool! I will probably be in Vietnam doing an archaeological excavation during the unconf, and if so will participate remotely, via https://ropensci.slack.com/messages/au-hack/ (is that the correct channel?)
