Address line text is not selected on new tab #193

What steps will reproduce the problem?
1. Press Ctrl+T, click on File, New Tab or click the New Tab button in the tab 
bar
2. A new tab opens but the cursor is positioned BEFORE the text "about:blank"
3. You need to delete the text "about:blank"

What is the expected output? What do you see instead?
It is expected that "about:blank" is selected so that when you type the text is 
replaced (deleted by overwrite)

What version of the product are you using? On what operating system?
3.8.5 (build 108) under Windows XP Pro x86 SP3 en_US

Please provide any additional information below.
This is a regression from version 3.8.4
