Vehicles owned / managed as fleets would be tracked in time and space, including how vehicles respond to trip requests, deadheading, etc

Agency Comments:

MTC: The fleet level implementation sounds very interesting and very relevant to TNCs; It would be helpful to learn more about the usefulness of the SANDAG feature vs the runtime cost, and if the results are consistent (or could be made consistent) with ride-hailing wait times.

SANDAG: For fleet level implementation, is it a TNC fleet allcocation/optimization procedure similar to Uber/Lyft routing algorithm? Is it in the demand modeling or in the post processing? SANDAG has a simple TNC routing procedrue as a post demand modeling step using a simplified rule-based Lyft Line algorithm.
