An option to display Adguard VPN is NOT running notification only #5127

Issue Details

Instead of constantly reporting that the vpn is connected, I would prefer that the notification only be displayed when the vpn is disconnected. Or does that just make too much sense?

Proposed solution

Add notification categories /settings to make the app more user-friendly.
