Add Sphinx document generation to image CodeBuild on AWS

Is your feature request related to a problem? Please describe. The documentation build is currently manually triggered, and therefore can be out of date. It would be nice if the documentation was fully consistent with the code in the image.

Describe the solution you'd like Whenever the docker image is built on AWS the documentation build is also triggered and the output is pushed to github.

Describe alternatives you've considered Alternatives:

• Have the image CodeBuild trigger only on commits that updates the build docs
• Have a Github action that rebuilds the documentation after every commit
