Add more Polkadot / Kusama chains

There are more up and running now:

• Moonbeam
• Acala / Karura
• Astar
• Bifrost

With the EVM-compatible chains there's some decisions that need to be made about which RPC interface to use - there may be native transactions invisible to the EVM layer.
