Handle Alternate Speed Limits

Please, add possibility to set in program options Alternate Speed Limits (with 
setting on/off and hours during which they should be used) as an addition to 
setting only Global Speed Limits currently. This feature would come very handy 
for me as it is only thing with stops me from using this program and use 
transmission-remote-dotnet instead (which runs very unstable and sluggish for 
me).
