Minor note, during testing for this fix I noticed that this feature allows/forces bypassing RLVa redirchat when enabled, but does not allow chat being sent to channel 0 by way of /0 message or /setchannel 0. Not sure if this should be allowed as I'm not familiar with the spec on this RLVa feature.
