I have searched around in the quests to give make a better issue. I have found the following cases to be offending the original issue.
It is stated that 2 2A IV hatches will get you to the LuV recipe tier. This is true. While it is not stated, it is heavily implied that this one hatch will also get you to the LuV recipe tier. This is not the case. One will not do if you want to have the LuV recipe tier, at least 2 hatches of the voltage tier directely below have to be present.
This quest is true you get faster maximum processing speeds and unlock LuV tier recipes ("process LuV tier materials"). The way this quest is worded after unlocking the LuV recipes ("process LuV tier materials") implies that this hatch alone will unlock the ZPM tier recipes. This is not true.
While nothing false is stated here in conjunction with all the previous quests this does seem like it would unlock the UV recipe tier alone.
This clearly says that you will run recipes at the UHV tier ("speeds"), which is not true. If this is supposed to mean that a machine is capable of running at comparable speeds to a UHV machine, parallel hatches can achieve the same items per second speed at lower voltages than this. For example 4 times ZPM or 16 times IV, or even 2 time UV.
Again not true, this alone does not allow you to power at a higher level (i.e. UEV) you need at least 2 hatches of the tier below present. The way this quest is worded, after the 4A quest, implies that you will reach UIV tier recipes with this hatch, which is impossible with any UHV tier energy hatch.
The 4A IV quest, especially the "Why have 2 Energy Hatches when just one will do?" part. Changing it to something like "This makes it the perfect use case for Parallel Control Hatches.", although the Parallel Control Hatches are only aquireable in LuV, so not a perfect solution.
The whole thing about running "at X tier power". This phrase in my opinion is only confusing and should be replaced with something like "able to consume X level amounts of energy", where X is a voltage tier (i.e. replace X with UV or ZPM etc.). This happens in 4A LuV, 4A ZPM.
And running machines "at X speeds" simply not true as described above. This happens in 4A UV.
Similar argument to the second change for "at a higher level", as it is misleading because 2A hatches also unlock this "higher level" with two hatches of 2A a single 4A/16A hatch will not reach this "higher level". This happens in 4A UHV. I would remove the whole 2nd paragraph of the UHV 4A quest as it is only confusing. At that point a player probably has already used 4A or 16A hatches anyways, so no use explaining it again and it does not allow you to "power at a higher tier" (UEV) alone, very unlike the 2 2A Energy Hatches it is compared to in the paragraph.
Also the 4/16A hatches not overclocking is also the case in GTCEu, I am suprised by this. Must have been the mandela effect.

Describe the issue
In the GregTech IV quest line the description for the IV 4A Energy Hatch quest says, that you only need one of these to overclock a machine. This is wrong (for GTCEu Modern) as seen here: https://github.com/GregTechCEu/GregTech-Modern/issues/2257. I don't know if a similar mistake is in the chapters after this, as I have not gotten that far yet.
