Arena did not rebuild correctly after the end of a game

After the conclusion of recent games, the arena has not rebuilt correctly. The current behaviour when the bug occurs is as follows;

Arena clears down diagonally correctly
Arena begins rebuilding diagonally correctly, generating chunks from yellow corner to blue corner
Blue side chunks do not build, until the sweep reaches the Home Chunk, which then builds
Wool is then painted correctly on the chunks in the arena

A full reset of game options using /function breakout:lobby does fix this and enables the arena to rebuild correctly (after teleporting back to the location and executing the rebuild command).

The bug has happened on 2 separate occasions. I don't know what is triggering it.
