Windows 10 + ES + nVidia Gamestream or Steam Stream = Frozen stream #704

Sorry if this has been posted before, but my google-fu is failing me today. I gave up all my consoles and opted to run everything through Steam In-Home streaming, or directly through nVidia Gamestream. Primarily I did this by setting up batch files with command line execution, which works ok in most instances, but occasionally picks up some quirks for specific games or emulators. I recently tried out RetroPie and loved the interface for EmulationStation, and thought this would be a perfect way to unify my emulator streaming with all the metadata and organization I wanted. I got everything set up the way I liked all the emulators work perfectly, and I can enter/exit using the xbox guide button on almost all the emulators (except PCSX2 and epsxe), so I geared up to add it to my streaming apps. I added it as a custom shortcut to both Steam as well as Gamestream, and am able to launch it through both on the Shield TV, however once launched, all I get is the white "Loading" screen with the ES logo on my TV, while on the desktop, ES has moved on to the menu. I can confirm I still have control over the PC through gamestream by using the Shield controller from across the house. However, no video is passed along apart from the first frame of the loading screen. Any ideas?
