compulsory definition in EN and editing rights in other languages

Currently, if I am, say, a russian editor, I can only add/edit elements in 
russian. So, if i create a concept, I can only add labels (terms) in russian. 
However VB requires that also a definition in english be given. Then situation 
is that the russian editor has to create a definition in English, which she 
won't be able to edit later on. Odd. 

What steps will reproduce the problem?
