polar bounds are wrong #16

all projected crss should use the same crss to define their bounds

along side this, what latitude range should be selected for polar projections? I've seen a minimum latitude of 55 degrees used for Mars and Lunar maps, but some icy bodies seem to plot the whole hemisphere. I could see either as a reasonable default for now

actually note sure if they need to be the same anymore, morecantile models.py from lines 276-314 seem to be doing the right thing
