Migrations to GitHub Discussions #320

Some of the issues are questions or feature requests. The issue page is not designed for this.

So I propose moving feature requests, community discussions, and q&a to GitHub Discussions. Migration to GitHub Discussion is already here in this Pull Request.

But this PR requires @Andrewthe13th to enable GitHub Discussions. here's documentation on how to enable Discussion tab: https://docs.github.com/en/discussions/quickstart
