I submitted an appeal (limited in space by the Google form):

This application helps users test for the presence of publicly known vulnerabilities on their device in a manner that does not engage in actual code execution or exploitation of those vulnerabilities. This has been in invaluable resource to the users of the app and the research community to determine the devices that are vulnerable and assisting with strategies to mitigate those issues. Importantly, the open source VTS application does not actually exploit these vulnerabilities and checks for the vulnerabilities in an idempotent manner which should not be treated or perceived as being malicious in nature. All source code is also open source and available to be analyzed for malicious intent at https://github.com/nowsecure/android-vts. We understand a dangerous product to mean one that interfered with the system or has malware, which is something we don't do, or contain in the app. We understand that some popular virus scanners detect the app as malicious, but they are false positives.
