Widgets don't display for Anonymous Users

What steps will reproduce the problem?
1. Install the product
2.
3.

What is the expected output? What do you see instead?

Expect to see widgets for anonymous users. Am not seeing any until login.

What version of the product are you using? On what operating system?
Latest. Windows 7.

Please provide any additional information below.
I checked the widget(s) through Admin/Manage Widgets and they do show they are 
checked for 'Guest',,,

Please advise.

This is fixed in latest version.
