Target priority selection for each unit type as map rule #5240

As a follow-up to the new unit target randomizer map rule, I propose a map setting (possibly toggleable by world proc) that allows the mapper to customize targeting priorities for each and every unit type.

Describe how you think this content will improve the game. If you're proposing new content, mention how it may add more gameplay options or how it will fill a new niche.

This map setting allows for greater mapper control over enemy attack patterns, creating varied, but still predictable enemy behavior without needing complex logic control.
