Fix selectable slos in gui
Set transaction isolation level to serializable
Add locking of resources during deployments
Add finish timestamp to deployment entity
Add startup time to output of container startup operation

@stefanpedratscher @zahranajaf @Maegg97 this pull request resolves all remaining issues regarding deployment. The Finish Deployment milestone is now completed. The next milestone is Finish Monitoring.
