document whole package as for oce etc #595

It also applies to the 'plan' package (see e.g. https://github.com/dankelley/plan/issues/30).

NOTE: we don't strictly need this, because the existing method worked. Still, I like to have uniformity between related packages, which I think lowers the the difficulty of maintenance.
