Add "Sounds" For TTV Desktop Lite #19

TTV Desktop Lite should have sounds when opening and showing notifications. This is optional and can be disabled in the settings menu if the user wants to.

Here are the startup and notification sounds. Not annoying and not loud. Twitchy Sounds.zip (Also uploaded in repo.)

I don't know if Electron supports MP3's but I have included both ogg and mp3 for now.

Sounds are generally perceived as being annoying in apps. Removing sounds and option to enable/disable them.
